My goodness, it was because of the kind of taxes Pacquiao will have to pay Uncle Sam if Pacquiao trained in the US for his coming fight with Cotto, that made Pacquiao decide to do his training in his own beloved country, the Philippines. Imagine the scenario. Well, regarding this matter, surely Pacquiao has to comply with it since that is the law.
